Legal mechanisms for administration of the COVID-19 Vaccine(s)

Document highlights that the national programme PGD for the first COVID-19 vaccine, will not be in place for the start of the vaccination programme, and proposes a Patient Specific Direction mechanism is used to provide the legal mechanism to provide the vaccine.
